In 2018, Dubai embarked on the Dubai Paperless Strategy, an initiative to become the first paperless Government in the world.His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the Crown Prince of Dubai and the Chairman of the Executive Council of Dubai, announced that the goals of the Dubai Paperless Strategy have been met. Dubai is now officially the only 100% paperless Government in the world.Altogether, some 336 million sheets of paper have been saved ever since the program’s inception in 2018. The initiative has also saved 14 million man hours across various Dubai Government offices and resulted in a cost savings of $350 million. There are now 45 Dubai Government offices which offer more than 1,800 digital services that encompass about 10,500 transactions.The Dubai Paperless Strategy was implemented in five phases. The first phase, launched in 2018, saw the involvement of the Dubai Police, the Roads and Transport Authority, the Department of Economic Development, the Dubai Electricity and Water Authority, the Department of Land and Property, and the Department of Tourism and Commerce Marketing. The first phase saw the saving of 72.5 million sheets of paper.

In the second phase, the Dubai Municipality, the Dubai Health Authority, Dubai Customs, General Directorate of Residency and Foreigners Affairs, Dubai Courts, Dubai Public Prosecution, Community Development Authority, and the Knowledge and Human Development Authority took part. This phase began in 2019 and witnessed the saving of an estimated 229.5 million sheets of paper.
The third phase, which was launched towards the end of 2019, saw the participation of the Department of Finance, Government of Dubai Legal Affairs Department, Islamic Affairs & Charitable Activities Department, Dubai Government Human Resources Department, the Dubai Civil Aviation Authority, Dubai Corporation for Ambulance Services, Dubai Media Incorporated, Dubai Culture, and the Al Jalila Cultural Centre for Children. These nine Government entities saved a total of 12.9 million sheets of paper.
The fourth phase was launched in March 2020 and included Dubai Airports, Dubai Air Navigation Services, Dubai Maritime City Authority, Dubai Sports Council, Dubai Statistics Center, Dubai Women Establishment, Security Industry Regulatory Agency, Awqaf and Minors Affairs Foundation, and the Mohammed Bin Rashid Housing Establishment, as well as the Ports, Customs, and Free Zone Corporation. These ten Dubai Government entities collectively saved about 11.9 million sheets of paper.
In the last phase, the participating Dubai Government entities included the Supreme Legislation Committee, the Directorate General of Civil Defense Dubai, the Mohammed Bin Rashid Space Centre, Dubai Future Foundation, Dubai Aviation Engineering Projects, Mohammed Bin Rashid Al Maktoum Knowledge Foundation, Dubai Government Workshop, and Nedaa Professional Communication Corporation. About 8.2 million sheets of paper were saved by these nine Dubai Government entities.The Dubai Chamber and the Financial Audit Authority Dubai were the last to join the initiative. It is estimated that between them, some 938,000 sheets of paper have been saved.
His Excellency Hamad Al Mansoori, the Director General of Digital Dubai, said that this was a proud moment and it was befitting that it happened during the Golden Jubilee Year of the United Arab Emirates, referred to as Year of the 50th. All Dubai Government services are now digital and accessible to the public. He added that all internal transactions as well as external transactions are paperless. There is no need to print anything.
